Editor’s Note: Shanxi Province is located on the eastern part of the Loess Plateau in China. With abundant mountains and scarce flat land, the soil of its cultivated land is low in organic matter content. The province experiences frequent droughts and has scant water resources, and its irrigation water utilization rate is relatively low. To promote agricultural water conservation and foster high-quality and efficient agricultural development locally, the province published the "14th Five-Year Plan for Organic Dryland Farming Development in Shanxi Province" in April 2022. This plan maps out the path for dryland farming development in the province up to 2025, and the following article is extracted from this document.

· Development Goals
Significant improvement in resource utilization. The quality rating of the province's arable land will be further improved, and the soil organic matter content will increase by 0.1 percentage point. The efficiency of crop water utilization will be further enhanced, and the irrigation water utilization coefficient will reach 0.58.
Significant improvement in protection of the place of production. The application of chemical fertilizers and pesticides will continue to decrease, the comprehensive utilization rate of livestock and poultry manure will reach 80%, the comprehensive utilization rate of straw will reach over 90%, and agricultural non-point source pollution will be effectively curbed.
Significant increase in the level of production. The popularization rate of drought-resistant and water-saving varieties will reach over 90%, the comprehensive mechanization rate of major crop cultivation and harvesting will reach 77%, and the coverage rate of green prevention and control of major crop diseases and pests will reach over 50%.
Significant increase in brand influence. The number of recognized green and organic agricultural products will reach 1,800, and the regional brand influence of "Organic Dryland Farming· Shanxi Brand" will continue to increase.
· Key Crops
Mainly include wheat, corn, coarse grains, potatoes, oil crops, fruits, and traditional Chinese medicinal materials, among others.
· Key Tasks
1. Innovate and improve the technical system. By 2025, establish a scientific technical system supported by theoretical and practical research based on different regions and crops. Carry out research on farmland quality improvement and water conservation, achieve breakthroughs in the fields of rainwater collection and resource utilization, intelligent supplementary irrigation, and integration of art and machinery. Formulate a number of organic dryland farming standards, summaries and refine dryland farming techniques and integration models suitable for different regions, forming 100 organic dryland farming technical models covering different ecological regions, different water source conditions, different irrigation methods, and different crop types.
2. Accelerate the construction of the industrial system. By 2025, an initial "research + technology + service + product + market" integrated development of primary, secondary, and tertiary industries system will be built. Build organic dryland farming production bases in advantageous areas, establish integrated development models including production processing, warehousing and logistics, brand marketing, etc., around high-quality agricultural product supply for different crops, and promote organic dryland farming throughout the industry chain.
3. Explore and establish an operational system. By 2025, establish a stable cooperative relationship and a stable community of interests with farmers, forming an operational system with mature social service capabilities.
4. Construct scientific research demonstration bases. By 2025, 50 scientific research bases for organic dryland farming with distinctive advantages will be constructed. Construct 1.5 million mu of organic dryland farming production bases by 2025.
5. Implement ten major projects
? Farmland Fertility Improvement Project: High-standard farmland construction project, medium and low yield field transformation project, degraded farmland treatment project, and fertility increase and efficiency improvement project.
? Agricultural Water Conservation and Efficiency Improvement Project: High-efficiency water-saving irrigation project, rainwater collection and supplementary irrigation facility construction project, water and fertilizer integration construction project.
? Drought-resistant and Water-saving Good Seed Project: Agricultural crop seed industry platform construction project, introduction and selection of new drought-resistant and water-saving varieties project, demonstration project of drought-resistant and water-saving varieties, and quality grain breeding and purification rejuvenation project.
? Agricultural Technology Integration and Innovation Project: Key technology research project for organic dryland farming, demonstration and promotion project of organic dryland farming technology.
? Agricultural Machinery Supporting Integration Project: Promotion of agricultural machinery equipment research and development project, acceleration of integration of agricultural machinery and agronomy project, terraced farmland mechanization transformation project in hilly and mountainous areas, deep ploughing and land levelling project of agricultural machinery.
? Green Circular Development Project: Straw return to field project, green prevention and control project of diseases and pests, promotion of agricultural film recycling project, circular agricultural project of breeding.
? Protective Farming Project: Rotational farming pilot project, protective farming project.
? Brand Building Project: Organic dryland farming agricultural product brand creation project, innovation project of agricultural product circulation methods, brand creation project of organic dryland farming technology.
? New Business Entity Cultivation and Training Project: New business entity cultivation project, new business entity training project.
? ICT Project: Intelligent management system construction project, traceable information system construction project.
